As the vendor is under some Membership plan ,
Kindly check whether the membership plan owned by the vendor have add product capability (see this screenshot – ). https://prnt.sc/OXK6D2jtvdo4

The vendor will be able to add product only if the membership gives him the Submit products capability under the Product related capability option .https://prnt.sc/VhKGo-cYugmi
