The checkout page is handled by Woocommerce and gets carried out according to the flow.
However if you want to minimize the steps for checkout system you can use any other plugins like
Direct Checkout for Woocommerce https://wordpress.org/plugins/woocommerce-direct-checkout/
Kindly note that we haven’t tested the plugin on our end.
