Please tell me how to make a free vendor delivery for a specific user role?

for example: I have a GOLD user role and I need something for this category of customers, the delivery has always been free. I am using vendor zonal delivery.

Currently, there is no such ready-made option for vendors to set free shipping for specific roles.
However, you may use plugin like this https://wordpress.org/plugins/user-role-based-shipping-method
Please note, we haven’t tested this plugin on our end.
