Hi, Kindly check the configuration of both admin end and vendor end. Whether you have configured the PayPal Masspay or PayPal Payout. Also make sure your vendors have configured their PayPal ID also. You can check that via WCMp >> Vendor.
If the issue still exist then check the plugin log to view error message of PayPal or and share your ftp access.
