As per our default flow, once a vendor registers on the site and runs the setup wizard in the store setup wizard the country and state are set as per the address set in WooCommerce (http://tinyurl.com/yph9onfg). There they can change the address as per their needs. If they do not change that the default address will be stored as their store address.
Now if the vendor skips the vendor store setup wizard after registration then the address section in vendor storefront comes blank (http://tinyurl.com/yp8qtryd). As the parameters ‘rand’ and ‘limit’ are not predefined that is why when you are passing that on the shortcode that is not working accordingly.

That is why you are getting the error on your end.
So the vendor needs to select all of the above payment options and connect the stripe and the paypal email accordingly on their end.
For the second issue I have informed the dev team about this and they will look into it accordingly. -
