It seems like there is some plugin/theme conflict. Just to be sure, disable all the plugins except WooCommerce and WCMp and check again.
If the issue still exists, please switch to some default theme such as Twenty Sixteen and check again.

WCMp vendor storefront doesn’t depend on any theme, as wcmp creates the vendor shop page.

We don’t have any custom code or any hook and filter on our end to provide the permission of this page. This is the default functionality from the WordPress.

As per the default flow of WooCommerce Catalog Enquiry Pro, only Admin role and “Vendor” (role added by WC Marketplace), can see the enquiries.Now, if you also want to show the same to Shop Manager, then you have to a bit of custom code. If you need reference oh hook/filter let us know.
However you can also use any wordpress dual role editor plugins.

Each payment gateway will deduct its transaction fee. However We have a setting that lets you deduct the gateway charge from the vendor’s commission, therefore the vendor will bear the processing fee.
In order to set payment gateway charges for vendors, go to settings under WCMp.From there navigate to the Payments tab and scroll down to the When/How to pay section. Over there check the box “Payment Gateway Charge” (see screenshot-https://prnt.sc/213gily )and also select “Who bears gateway charge” to vendor (see screenshot-https://prnt.sc/213ghzl )

Kindly configure your paypal account properly in both admin and vendor end and then check again.
